Strategic Vision for a New Statehood and Institutional Responsibility

THE CIVIL MOVEMENT FOR A PRESIDENTIAL REPUBLIC We are presenting a concrete plan to the Bulgarian public for a fundamental change in the model of governance. We are not proposing a cosmetic overhaul, but a new system for Bulgaria—one that eliminates coalition chaos and establishes a government based on personal accountability and meritocracy.

1. Transition to a presidential form of government

We propose a constitutional reform under which the head of state also directly exercises executive power.

Direct legitimacy: The President should be elected by the people, rather than by party headquarters, and should bear full responsibility for the governance of the country.

End of Dualism: We are removing the divide between the Council of Ministers and the Presidency to ensure swift and decisive action in times of crisis.

2. OPTIMIZATION OF PARLIAMENT: FROM 240 TO 120 MPs

The current model with 240 Members of Parliament is a generator of collective irresponsibility and unnecessary expenses.

Expert Lawmaking: Halving the size of the assembly will transform the National Assembly from a "voting machine" into a supreme legislative and oversight body.

High-level forum: A smaller roster implies higher standards for candidates and makes it impossible to "hide" anonymous party figures within the rank and file.

3. REGIONAL REVOLUTION: ELECTABLE REGIONAL GOVERNORS

An end to the practice of regional governors serving as "viceroys" appointed by Sofia as party rewards.

Direct majoritarian election: We are introducing the direct election of regional governors by the residents of the respective region.

Regional self-government: The regional governor becomes the true steward of the region, possessing budgetary autonomy and accountable solely to their constituents.

4. DIGITAL VETO CONTROL AND CIVIC PARTICIPATION

We are returning sovereignty to the hands of the people through 21st-century technologies.

Blockchain voting: Establishment of a Digital Citizens' Board. In the event of widespread public disagreement with a given decision, the President is obliged to exercise a veto.

Full transparency (Real-time Budget): A software system allows every citizen to track in real time how every cent of the state budget is spent.

5. PERSONAL AND CRIMINAL LIABILITY

Power ceases to be a privilege and becomes a responsibility.

Citizen impeachment: We are introducing a mechanism whereby, in the event of a proven failure to meet national goals, the terms of office of the President and Members of Parliament may be terminated prematurely through a "bottom-up" national referendum.

A state without service counters: Radical reduction of the administration through the implementation of new technologies, making corruption technically impossible.
