THE CIVIL MOVEMENT FOR A PRESIDENTIAL REPUBLIC<\/span> We are presenting a concrete plan to the Bulgarian public for a fundamental change in the model of governance. We are not proposing a cosmetic overhaul, but a new system for Bulgaria\u2014one that eliminates coalition chaos and establishes a government based on personal accountability and meritocracy.<\/span><\/p>\n

1. Transition to a presidential form of government<\/b><\/p>\n

We propose a constitutional reform under which the head of state also directly exercises executive power.<\/span><\/p>\n

Direct legitimacy:<\/b> <\/b>The President should be elected by the people, rather than by party headquarters, and should bear full responsibility for the governance of the country.<\/span><\/p>\n

End of Dualism:<\/b> <\/b>We are removing the divide between the Council of Ministers and the Presidency to ensure swift and decisive action in times of crisis.<\/span><\/p>\n

2. OPTIMIZATION OF PARLIAMENT: FROM 240 TO 120 MPs<\/b><\/p>\n

The current model with 240 Members of Parliament is a generator of collective irresponsibility and unnecessary expenses.<\/span><\/p>\n

Expert Lawmaking: <\/b>Halving the size of the assembly will transform the National Assembly from a \"voting machine\" into a supreme legislative and oversight body.<\/span><\/p>\n

High-level forum:<\/b> <\/b>A smaller roster implies higher standards for candidates and makes it impossible to \"hide\" anonymous party figures within the rank and file.<\/span><\/p>\n

3. REGIONAL REVOLUTION: ELECTABLE REGIONAL GOVERNORS<\/b><\/p>\n

An end to the practice of regional governors serving as \"viceroys\" appointed by Sofia as party rewards.<\/span><\/p>\n

Direct majoritarian election:<\/b> <\/b>We are introducing the direct election of regional governors by the residents of the respective region.<\/span><\/p>\n

Regional self-government: <\/b>The regional governor becomes the true steward of the region, possessing budgetary autonomy and accountable solely to their constituents.<\/span><\/p>\n

4. DIGITAL VETO CONTROL AND CIVIC PARTICIPATION<\/b><\/p>\n

We are returning sovereignty to the hands of the people through 21st-century technologies.<\/span><\/p>\n

Blockchain voting:<\/b> <\/b>Establishment of a Digital Citizens' Board. In the event of widespread public disagreement with a given decision, the President is obliged to exercise a veto.<\/span><\/p>\n

Full transparency (Real-time Budget)<\/b>: <\/b>A software system allows every citizen to track in real time how every cent of the state budget is spent.<\/span><\/p>\n

5. PERSONAL AND CRIMINAL LIABILITY<\/b><\/p>\n

Power ceases to be a privilege and becomes a responsibility.<\/span><\/p>\n

Citizen impeachment:<\/b> <\/b>We are introducing a mechanism whereby, in the event of a proven failure to meet national goals, the terms of office of the President and Members of Parliament may be terminated prematurely through a \"bottom-up\" national referendum.<\/span><\/p>\n

A state without service counters:<\/b> <\/b>Radical reduction of the administration through the implementation of new technologies, making corruption technically impossible.<\/span><\/p>\n

Our goal is clear:<\/b> <\/b>A state where power is an instrument of progress, not a smokescreen for backroom dealings. We are eliminating intermediaries and establishing a direct connection:<\/span><\/p>\n
